The Developed Form, also known as Perfect Cell (完全セル, Kanzen Seru),[5] is the final stage of Cell's evolution as well as his final transformation.

Appearance & Personality

In his Developed Form, Cell obtains his most humanoid appearance of all, similar to Freeza in his true form. Retaining the similar aspects from his previous two forms, Cell's insectoid appearance does remain. Unlike his Second Form, Cell's facial appearance becomes almost human, gaining a nose, thinner lips, as well as purple markings down the side of his face. His eyes changed from light blue they had in his Second Form, becoming red (pink in the anime). The green exoskeleton retains its color, though the green has lightened, and the spots change from dark black to dark green. The armor on his arms has changed, and moved to his legs, chest, and shoulder area. In addition, his feet are now yellow. 


This form is Cell's final intentional evolution, the end result of successfully absorbing Nos. 17 and 18. By Cell's own admission, this form is meant to excelt in all area's of combat, making him an incredibly versatile fighter. His strength in this state far surpassed Vegeta's Super Saiyan Second Grade and Son Gokū's Super Saiyan Fourth Grade. In terms of raw strength, Trunks' Super Saiyan Third Grade was stronger, but Cell's superior speed mitigated any power difference. The strength of the Developed form was finally eclipsed by Son Gohan's Super Saiyan 2.

Having absorbed both No. 17 and No. 18, his tail lost its function and receded to a small form behind his back. He gains the ability to birth young in its place.

  • The kanji for "kanzen" (完全) can be translated as either "perfection" or "completeness". "Tai" (体), in the meantime, translates to "body". The English translation, given by Shueisha, in Daizenshū 4 translates the full "kanzentai" (完全体) as "Developed Form".
  • Despite never being shown to be capable of absorbing life forms in his Developed Form, some video games portray Cell with the ability. His ability to absorb is inconsistently portrayed among games and other media; among a few examples, in Shin Budokai, he is capable of absorbing life essence, Dragon Ball GT had him absorb Son Gokū, and Dragon Ball FighterZ has him state he can no longer absorb Nos. 17 and 18 despite being tempted to.
