Bureaucrats are special users with the privilege to manage other users' rights on the wiki. They have ability to grant and revoke rollback, chat moderator, and sysop rights; remove bot rights; and appoint new bureaucrats. While they cannot directly revoke another user's bureaucrat status, they can revoke their own. Bureaucrats typically also have a sysop flag so they can do everything that sysops can do. Founders are automatically granted Bureaucrat rights.
