This technique is a unique ability utilized by Whis, an Angel. Through the utilization of his eyes - using his Wand with an indiscernible incantation in the anime - Whis is able to forcibly birth a child by materializing them from the womb — complete with swaddling cloth. The ability is painless for the woman, and seems to simply bypass the complications of mortal birthing altogether. Whis used this technique to bring Bura into the world.[1]
