Bra is actually strong. Toriyama said so in "Dragon Ball Kanzenban Official Guide: Dragon Ball Forever"

- Remember Toriyama just forgot many things as usual, so showing up Bra is up to Toei. It's likely Toei anime staff, nevertheless, doesn't care too much about her or may simply be lazy including her in the Super story. If so, they could easily had somewhere a throwaway line about her birth after this arc. --— The Tragedy of L
