Super Shenron is Zalama[]
I think, at this point, we'd be kidding ourselves if we considered the two different beings. Looking back, I can confirm that, originally, Polunga was known as "Super Shenron" before Dende revealed his name. Considering that Zalama created the Super Dragon Balls, and was a Dragon God himself, he is "Super Shenron." The Dragon Team has called Polunga and Zalama "Super Shenron" because they tend to compare all of the dragons they encounter to the one they have on Earth. To them, every dragon is "Shenron."
