For now, I will sit in the camp of his existence is canon. Vegeta was mentioned as having an "on-the-level" younger brother in the Toriyama written movie, and this is the man who canonized Gregory with the existence of Super. While Tarble was designed by Tadayoshi Yamamuro, and not Toriyama himself, the fact that God and God, the movie written by the boss man himself, mentions Vegeta's "younger brother" means it is most likely Tarble, the only "younger brother" Vegeta has had shown in the series. Assuming we agree, the canon article would be handled like the Kaiō and Dai Kaiō most likely.
